Philip F. McGovern Jr. is the Managing Partner of the Jersey City Office of Connell Foley and a member of the firm’s Executive Committee. From initiating the firm’s initial key expansion into Jersey City 15 years ago to a vision for continued growth in New Jersey and New York, Phil applies a keen business sense in identifying opportunities — both for Connell Foley as well as for his clients. A savvy transactional attorney, he concentrates primarily on commercial real estate and corporate transactions, real estate development, land use, complex commercial financing and commercial leasing.

Phil has served as national real estate counsel to Telcordia Technologies and outside real estate counsel to New Jersey Natural Gas Company. He is also general corporate counsel to numerous mid-cap companies in New York, New Jersey and Pennsylvania, where he works on entity formation, financing, contractual negotiation, acquisitions/dispositions and succession planning.

During the course of his career, Phil has assisted several large organizations in significant development projects across the United States. Among these, he represented Mack-Cali, Inc. in the assemblage, joint venture and ultimate development of its most significant residential real estate project in Jersey City, and he advised the United Parcel Company in connection with the acquisition and development of its worldwide communications facility in Mahwah, New Jersey. He also advised Merrill Lynch & Co. in the restructuring of mixed use residential/commercial developments in Charlestown, Massachusetts; Alexandria, Virginia; and Waco, Texas.

Phil also represented the Shell Oil Company in the negotiation and disposition of over 350 service stations throughout the tri-state area. He has participated as underwriter’s counsel and corporate trust counsel in New Jersey State and other municipal financings totaling more than several billion dollars in value. He has negotiated leases on behalf of landlords and tenants for commercial structures in excess of 5,000,000 square feet.

About The Governor

Honorable Phil Murphy
Governor
New Jersey

Phil Murphy, as he says, “grew up in a family that was middle class on a good day.” That has shaped Phil’s values, his priorities, and the kind of governor he will be.

Religion, basic values, work ethic, education, and civic awareness were pillars of family life. His father never graduated from high school, his mother worked as a secretary; they inspired Phil and his three siblings to pursue their educations and be active participants in civic life.

Phil put himself through Harvard on loans and part-time jobs. After earning a graduate degree at the Wharton School at the University of Pennsylvania, he started his career at the bottom, working his way up to help lead a major international business by learning how economies grow and create jobs.

Phil has helped lead local charities to support troubled teens and domestic abuse survivors, and these groups have changed thousands of lives for the better. Nationally, Phil served proudly as New Jersey’s sole representative on the board of the NAACP, the world’s oldest civil rights organization. He served as Finance Chair of the Democratic National Committee, helping Howard Dean on the “Fifty-State Strategy” that rebuilt the Democratic Party from the grassroots up; that effort helped return Congress to Democratic hands in 2006 and elect President Barack Obama in 2008. Phil also has led national and state task forces on education and public employee pensions and benefits.

In 2009, Phil answered President Obama’s call to service and became the U.S. Ambassador to Germany after his confirmation by the U.S. Senate. After returning home in 2013, Phil and his wife, Tammy, saw our state falling behind. They couldn’t sit by and watch hard working families struggling to stay even, much less get ahead. They founded New Start New Jersey as a “think and do” organization to rebuild the state’s economy from the middle class out — New Start New Jersey partnered with the Heldrich Center for Workforce Development at Rutgers University to create the New Start Career Network, which is helping older, long-term unemployed residents once again actively compete for good jobs.

As governor, Phil will make New Jersey more fair and just for all residents. His vision would grow the middle class and jumpstart the state’s economy by targeting investments in people and infrastructure, reclaiming New Jersey’s mantle as a center of the STEM and innovation economies, protecting working families by raising the minimum wage and expanding earned sick leave for all, and protecting the middle class with real tax fairness.

Phil and Tammy live in Monmouth County and are the parents of Josh, Emma, Charlie, and Sam.

Key Initiatives in Jersey City & Across NJ

Economy & Jobs

Governor Murphy’s primary focus is building a stronger and fairer economy that works for every New Jersey family. Since the recession, incomes have been stagnant while costs of living continue to rise, making it difficult for middle-class and working-class families to get by, much less get ahead. Governor Murphy believes in strengthening our economy by reigniting the innovation economy that made New Jersey the Silicon Valley before there was a Silicon Valley, and investing in infrastructure to take advantage of our location between two major markets. He is committed to making New Jersey’s economy fairer by raising the minimum wage to $15 an hour, expanding protections for workers such as paid sick leave, and providing tax relief to working families. Governor Murphy will also institute a renewed focus on workforce development, vocational training, and apprenticeship programs so that workers will have the skills they need to meet employers’ requirements.

Education

Our state’s economic future depends on giving our children the education they need to succeed in a 21st-century economy where they will be competing with workers around the globe. While New Jersey is blessed with some of the best public schools and educators in the nation, significant disparities exist within our educational system. Governor Murphy is committed to fully funding the existing school funding formula, which was held up as a national model when passed, and opposes the unnecessary usage of standardized tests, particularly as graduation requirements. And money should never be a barrier to students who have the ability and drive to go to college, which is why he will work towards making community college free and four-year college more affordable.

Environment

Governor Murphy recognizes that climate change is a fact and an existential threat to our state and that the effects are already being felt along our shoreline. While this is a crisis to be addressed, it is also an opportunity to build a clean energy economy with good-paying green jobs. Governor Murphy will seize this opportunity by restoring New Jersey’s participation in the Regional Greenhouse Gas Initiative and putting New Jersey on a road to 100 percent clean energy by 2050. He will accelerate the development of renewable energy sources by promoting solar energy and jumpstarting our offshore wind industry, where New Jersey should be a national leader given its location. In addition, he will ensure that our environmental efforts are appropriately focused on low-income communities who are disproportionately impacted by pollution, and protect the quality of our air and water supply.

Health

Governor Murphy believes that health care is a right, not a privilege, and will work to ensure that all New Jerseyans have access to affordable health care. The Affordable Care Act was a huge step in the right direction and reduced the uninsured population in the state by hundreds of thousands, and Governor Murphy will defend it against all attacks in Washington. He will fight back against any attempts to slash Medicaid funding or end the Children’s Health Insurance Program, which are crucial to many New Jerseyans. And Governor Murphy is committed to taking action at the state level to make health care more affordable and accessible.

Law & Justice

New Jersey has the shameful distinction of having the largest black-white incarceration gap of any state in the country. Governor Murphy will address this problem by bringing law enforcement and the community together, as he did when he brokered the first meeting between the head of the state PBA and the state chapter of the NAACP. He will end mass incarceration by pursuing the legalization of marijuana and comprehensively reviewing all criminal sentencing laws. Governor Murphy will also ensure that all of our communities are safe. That includes defending our immigrant communities that are being targeted by the federal government by ensuring that all New Jersey residents facing detention or deportation have access to legal representation. And he will also sign common-sense gun safety measures in order to stem the epidemic of gun violence that plagues our state.

Transportation

One of New Jersey’s greatest assets is its location, with access to two of the largest markets in the world. However, our state has squandered this advantage due to a failure to make the necessary investments in its infrastructure. The two current rail tunnels under the Hudson River are over 100 years old and rapidly deteriorating. After the termination of the Access to the Region’s Core project, which would have resulted in the opening of two new tunnels this year, Governor Murphy understands that the replacement Gateway Project is essential and will do everything possible to support it. Additionally, NJTransit has suffered from severe underfunding and mismanagement, which has seen fares soar while the quality of service and safety has declined sharply. Governor Murphy is committed to turning NJTransit around by ensuring that funding is adequate, improving customer service, and putting transportation experts in charge.

Steven Michael Fulop is the 49th and current Mayor of Jersey City, New Jersey – named the most diverse city in the nation and the soon-to-be largest city in New Jersey.

Since Mayor Fulop took office in 2013, Jersey City residents have seen four consecutive years of stable taxes and four consecutive credit rating upgrades. Meanwhile, more than 300 new police officers have been hired, nearly 1,500 units of affordable housing built or approved, recreation expanded with nearly 30 new programs, and more than $6 million invested in parks and open space.

During his time in office, Mayor Fulop has shown what smart, progressive leadership can accomplish – and opened a new chapter for Jersey City.

Under his leadership, Jersey City became the first city in the state – and the 6th city in the country – to ensure paid sick leave. Mayor Fulop has pioneered new ideas for helping prisoners re-enter society; he’s passed legislation to protect small businesses and encouraged more to open shop; made Jersey City one of the greenest cities in the nation. He’s undertaken sweeping public safety reform, with the JCPD now seen as a model for diversity around the nation. And Mayor Fulop has led the city to record economic development that’s benefited families of all income levels. All without raising taxes.

Mayor Fulop is a first-generation American, a lifelong New Jerseyan, a Marine, and a triathlete. He grew up in a Jewish family in Edison, New Jersey, the son of Romanian immigrants. His mother was the daughter of Holocaust survivors and worked in an immigration services office helping others gain citizenship. His father owned a delicatessen nearby in Newark, where Mayor Fulop worked behind the counter as a teenager.

Mayor Fulop graduated from Binghamton University in 1999 and spent time abroad studying at Oxford University in the UK. After college, he joined Goldman Sachs, the investment banking firm, working in Chicago and later in Manhattan and Jersey City. On the morning of September 11, 2001, Mayor Fulop was working in lower Manhattan when he saw the first plane strike the Twin Towers. A few weeks later, he decided to put his career at Goldman Sachs on hold and join the United States Marine Corps.

Mayor Fulop’s Reserve Unit deployed to Iraq in January 2003. There, he served as part of the 6th Engineer Support Battalion. He traveled into Baghdad during the early weeks of the war. In 2006, Mayor Fulop completed his service to the Marine Corps Reserve with the rank of Corporal.

In 2005, Mayor Fulop was first elected to public office as the councilman representing downtown Jersey City. He served as a councilman for eight years before becoming Mayor.

Mayor Fulop is an avid runner and triathlete. He ran the NYC Marathon in 2012, raising money for the Hudson County Child Abuse Prevention Center. He also competed in the Ironman Championship in NYC that year to raise money for veterans.

The Mayor’s Office is the Executive Branch of local government.  With about a dozen employees led by the Chief of Staff, the Mayor’s office coordinates with each department and agency across the city, as well as works with the city council and confers with residents, local businesses and other key stakeholders to set forth various policy, laws and regulations to move the city forward.

Annisia Cialone serves as the Director of the Department of Housing, Economic Development and Commerce (HEDC) for The City of Jersey City. The Department includes the Divisions of Economic Development, City Planning, Construction Code, Zoning, Community Development, Housing Preservation, and Commerce. Prior to her appointment as the Director of HEDC, she served as the Director of the Division of City Planning.

Prior to joining the City of Jersey City in March of 2017, she was a Senior Associate at Perkins Eastman and Ehrenkrantz, Eckstut and Kuhn (EE&K), joining them in 2004. She has expertise in the management and design of large-scale urban design and strategic master planning projects for both public and private clients. Her experience includes large-scale mixed-use projects, transit oriented development, waterfront developments, higher education and cultural institutions. As program manager for Together North Jersey’s Local Demonstration Project Program, she oversaw and managed a program of 18 Strategic Planning Projects.

Rounding out her professional experience, Ms. Cialone has taught both architectural and urban design for summer programs at Amherst and Harvard Universities, served as a design critic at many universities including Columbia, City College, NYIT, and Parsons, and led Urban Design Workshops in both NYC and Jersey City Public Schools.

Laurent Morali is the President of Kushner. Mr. Morali began his career in finance in July 1998 with French banking group Credit Lyonnais in Seoul, Korea. In January 2000, he joined the structured real estate finance team of Credit Lyonnais in Paris where he was directly involved in the LBO of France’s largest developer.

 

He joined Credit Lyonnais America’s real estate finance team in October 2001 with a rapid focus on complex capital market transactions. Tim Sullivan became Chief Executive Officer of the New Jersey Economic Development Authority (NJEDA) in February 2018. The NJEDA serves as the State’s principal agency for driving economic growth and is committed to making New Jersey a national model for inclusive and sustainable economic development by focusing on key strategies to help build strong and dynamic communities, create good jobs for New Jersey residents, and provide pathways to a stronger and fairer economy.

 

During his tenure, Tim has led the NJEDA’s transformation into a comprehensive economic development organization dedicated to implementing Governor Phil Murphy’s vision for a stronger and fairer New Jersey. Tim has overseen the creation of new programs focused on catalyzing industry clusters and a dedicated Small Business Services unit charged with providing robust financial, workforce, and technical support to the State’s small business community, with a focus on historically underrepresented firms.

 

Under his leadership, the NJEDA has led the development and implementation of more than 15 programs created under the Economic Recovery Act of 2020, provided more than $700 million in COVID-19 relief to small businesses impacted by the pandemic, facilitated the construction of the NJ Wind Port and growth of a robust offshore wind industry in New Jersey, collaborated with partners in the private sector to grow New Jersey’s innovation ecosystem, and helped municipalities revitalize brownfields and other underused spaces into valuable community assets.

 

Tim most recently served as Deputy Commissioner of the Connecticut Department of Economic and Community Development (DECD), where he oversaw State tourism and branding, brownfield redevelopment, transit-oriented development, and waterfront initiatives. Tim joined the DECD in January 2014 and became Deputy Commissioner the next year.

 

Tim previously served as Chief of Staff to the New York City Deputy Mayor for Economic Development, focusing on transportation and transit-oriented development, brownfield redevelopment, waterfront and maritime/port redevelopment, public and affordable housing policy, small business support, infrastructure finance, and public/private partnerships.

Prior to joining city government in 2010, Tim worked at Barclays Capital as Chief of Staff to the Head of Global Investment Banking. He began his career in investment banking at Lehman Brothers in 2003 as a healthcare banker, focusing on mergers and acquisitions and capital markets transactions for leading companies in the managed care, biotechnology, and healthcare services sectors.

About George

George C. D. Duke focuses his practice on helping businesses navigate complex environmental and land use laws and regulations pertaining to corporate and commercial real property transactions, land development, permitting, and mine reclamation and expansion projects. George regularly assists business clients in matters of site acquisition and due diligence and works with commercial real estate owners and developers to develop creative project financing solutions to facilitate development. PROJECT PROFILE

Jersey City is moving forward with development of its west side, along the Hackensack River. The project is one of the largest redevelopment projects and includes 95 acres of land that has been remediated and is controlled by the City.

Government Leaders have considered multiple options for “Bayfront”, which is located adjacent to Society Hill on Route 440.

Up to 8,000 residential units are proposed with Mayor Fulop supporting affordable housing that will be located on site. The Mayor has recently expressed this desire about Bayfront: “Preserving and increasing the amount of affordable housing throughout the city is a major priority, as our community continues to grow.”

Nevins McCann has been at the frontline of New Jersey’s legal and political landscape for many years. From major real estate projects to high-stakes litigation, he advises clients on some of the state’s most significant and high-profile legal developments. As Chief Community Development Officer at the New Jersey Economic Development Authority (NJEDA), Tai is responsible for leading the NJEDA’s communications and enhanced engagement strategy. This includes strengthening ties with policy-makers at the federal, state, and local level as they look to advance strategies, research and data that will help drive equitable and inclusive economic development policies and programs, with a specific focus on innovating and generating greater social impact.

 

Tai joined the NJEDA in February 2019. Immediately prior to that, she was the Deputy Chief Policy Advisor to Governor Murphy and led New Jersey’s Federal Opportunity Zone initiative. She previously served as Chief Policy Advisor to Mayor Ras Baraka, where she provided policy analysis and project management across municipal agencies, with a focus on public safety, community engagement, philanthropy, and government innovation. Tai also had key roles in both Mayor Baraka’s campaign and transition teams.

 

Tai began her political career as a Senior Aide to Senator Frank Lautenberg (D-New Jersey), where she was responsible for managing numerous issues, including economic development, jobs/employment, education, banking and urban affairs. After working for Senator Lautenberg, Tai served as the Chief of Staff to the Mayor of Orange, New Jersey.

Abe Naparstek is the Chief Operating Officer of G&S Investors. In that capacity, Abe helps to manage the real estate and solar investments across their portfolio. The real estate
development group is currently in approvals and design for an 800-unit mixed use development project in Jersey City, NJ. The solar company is a fully integrated solar developer that has
executed over $500 million of projects on the east coast.

Prior to G&S, Abe Naparstek was an Executive Vice President, managing new development activities in Boston, New York, and Washington D.C. for Brookfield Properties. In that capacity Abe managed a team of developers responsible for a pipeline of over $10 billion of mixed-use development. These projects are principally in New York City, Jersey City, Philadelphia, and the Washington D.C. metro area. Prior to this position, Abe was a Senior Vice President at Forest City Enterprises, where he started in 2004. Prior to Forest City, Abe was the Assistant County Manager of Allegheny County in Pennsylvania. In that capacity, he worked on a number of policy initiatives for the County with a primary focus and responsibility in economic development and government relations. Abe was the primary interface with the County’s eight regional government entities and helped implement Tax Increment Funding packages for development projects that totaled over $250 million. Abe also represented the County Executive at County Council and with the state and federal legislative delegations. Abe is on the board of directors of Neighbors Together, a social service non-profit in central Brooklyn. Neighbors Together is committed to ending hunger and poverty in Ocean Hill, Brownsville and Bedford-Stuyvesant, three of the lowest-income areas in New York City.

He received his Bachelor of Arts degree from the University of Rochester and received a Master’s Degree in Public Policy from Carnegie Mellon University. He is a proud Clevelander who currently resides Carroll Gardens, Brooklyn with his wife Anne and two children.

Hudson Exchange West Phase I has surpassed 20 of its 35 stories. It is a 421 unit, 20% affordable, 35-story residential tower with 10,000 sf. of retail space, an accessory parking garage, public open space, and new street improvements surrounding the block. Phase One will create approximately 350 full-time construction jobs and over 15 full-time direct jobs. It is the first 80/20 project in Jersey City in three decades.

Council President Joyce Watterman attended Somerset Christian College with a Bachelor of Arts Degree in Organizational Leadership and Associate of Arts in Biblical Studies, and then went on to graduate with her Master of Arts in Organizational Leadership from Pillar College. Joyce is the founder of the H.O.P.E summer program for children which presents a safe, caring and educational environment. Jersey City is moving forward with development of its west side, along the Hackensack River. The project is one of the largest redevelopment projects and includes 95 acres of land that has been remediated and is controlled by the City.

Government Leaders have considered multiple options for “Bayfront”, which is located adjacent to Society Hill on Route 440.

Up to 8,000 residential units are proposed with Mayor Fulop supporting affordable housing that will be located on site. The Mayor has recently expressed this desire about Bayfront: “Preserving and increasing the amount of affordable housing throughout the city is a major priority, as our community continues to grow.”

He has been recognized as a Power 100 List leader and a Top 100 Influencer for the past few years and also hosts the ‘A Few Things’ podcast. He recently concluded five years as CEO of the regional trade association (NJ, NY, PA), the NJ Tech Council, which is among the largest and most respected membership organizations of its kind nationwide with 1,000+ member companies. Prior to this, James led the top-ranked entrepreneurship and innovation center at Fairleigh Dickinson University for over 10 years. He currently leads Innovation+, a curated global community of entrepreneurs and innovators. He also serves as an advisor to startups, growth companies, higher ed institutions and investors including Tech Council Ventures and Jumpstart Angels. James is the editor of the book, Entrepreneurship and Innovation: Global Insights from 24 Leaders and co-author of Lessons from the Great Recession. He has written thought leadership articles for Entrepreneur, Business Insider, Grit Daily, Star-Ledger, ROI, NJBiz and other publications and has been widely quoted regionally/nationally and interviewed on TV (ABC, MSNBC, NJTV and My9). James frequently speaks at regional and global conferences and serves on several boards. He holds an MBA from Texas A&M University and a BA in Economics from Rutgers University.
